July 18, 2003 House
Bill 1160, which the General Assembly enacted in July 1999, requires that
municipalities, animal operations, industries and others who operate waste
handling systems issue news releases when a spill of 1,000 gallons or
more reaches surface waters. In
accordance with that regulation, the following news release has been prepared
and issued to media in Cumberland County. On
Friday, July 18, 2003 the Public Works Commission of the City of Fayetteville
had a wastewater discharge from a washed-out sewer main behind undeveloped
lots in the Worthington Subdivision. Recent heavy rainfall caused erosion
of an embankment that supported the main and resulted in a 25-foot section
being washed out in the 4400 block of Clifton Drive. The
discharge began at approximately 9:00 am and was contained at 11:20 am.
Approximately 7,000 gallons of wastewater spilled into an unnamed creek
that feeds the Rockfish Creek in the Cape Fear River Basin. Appropriate
measures were then taken by PWC to clean and treat the affected area.
No adverse environmental effects resulted from the spill. The
Division of Water Quality was notified of the event.
