About
the Commission
The Public Works Commission consists of four members, appointed
by the Fayetteville City Council to serve four-year staggered
terms. The Commissioners elect a Chairman, Vice Chairman, Secretary
and Treasurer and are responsible for the selection of the PWC
General Manager. PWC meetings are held the second and fourth
Wednesday of each month. Wilson A. Lacy, Terri Union, Luis Olivera
and Mike Lallier are the current members of the Commission.

Michael
G. Lallier - Chairman
Michael
G. Lallier was appointed to the PWC Board in July 2004. He
was named Chairman in July 2007. Lallier has been in the automobile
business for 27 years, having started as a salesperson in
1980 in his hometown of Dallas, Texas. Today, he is manager
and dealer operator of RLC, LLC dba Reed-Lallier Chevrolet.
He and Gene Reed purchased the former M&O Chevrolet in
December 1988. They sold the dealership to United Auto Group
in 1997 and then repurchased it in 2007. He has remained with
the company as manager and dealer operator since that time.
Lallier attended the University of Texas at Arlington from
1972-1976. He has been active in community affairs since moving
to Fayetteville in 1988. He currently serves on the FTCC Foundation
Board of Trustees and is a member of the advisory board for
RBC Centura. He has served on the Chamber Task Force for Teacher
Recruitment and Retention, and Chair of the Cumberland County
Schools Quality Leadership Council. He is a past District
Chairman for the Boy Scouts of America. He chaired the successful
$98 million school bond initiative in 1997. He is a past president
of the Cumberland County Education Foundation, Fayetteville
Area Economic Development Corporation and Braxton Bragg Chapter
of AUSA. He has served on the boards of the Airborne and Special
Operations Museum, Fayetteville Chamber of Commerce, Fayetteville
Airport Commission, Crimestoppers, Museum of the Cape Fear,
Triangle Bank and Methodist College Board of Trustees. He
and his wife Deborah have twin sons, Cody and Cory, who are
sophomores at Duke and Wake Forest, respectively.

Wilson
A. Lacy - Vice Chairman
Wilson A. Lacy was appointed to a second four-year term on
the Public Works Commission in July 2005. He originally joined
the Board in July 2001. During his tenure on the Board, Lacy
has served as Board Chairman from 2003 to 2005. An active
member of the Fayetteville/Cumberland County community, Lacy
earned his Business Administration Degree from Shaw University,
Raleigh, NC in 1970, and earned a certificate of completion
in banking from the University of North Carolina in Chapel
Hill in 1977. He currently serves as Executive Director of
Construction Management for the Cumberland County School System
and is President of BJL Construction Company, Inc, (a family
owned company). An active civic leader, Lacys appointments
include the ABC Board of Directors, the Fayetteville Municipal
Airport Commission, the Fayetteville Storm Water Utilities
Board and a member of the Board of Directors for the Cumberland
County Business Council. He also served as former President
of the Fayetteville Business and Professional League. Lacy
is a Board Member of the Fayetteville State University Library
and Foundation Board of Directors and a Deacon at the First
Baptist Church in Bladenboro. He was appointed to serve on
the Board of Trustee at Shaw University and is President of
the Fayetteville/ Cumberland County Shaw University Alumni
Association. Lacy is also President of the Foundation Board
of Director at Bladen Community College, He holds the post
of Keeper of Finance for the Beta Chi Chapter of Omega Psi
Phi Fraternity, Inc. and is a member of The Grand Boule,
Sigma Pi Phi Fraternity, Incorporated.

Terri
Union - Secretary
Terri Union is serving her second term on the PWC board, after
being reappointed in July 2006. Union became the first woman
to serve on the PWC Board when she was appointed in July 2002.
Union served as Chairwoman from 2005 to 2006, becoming the
first woman to serve as Chair in the 100-year history of PWC.
An active member of the community, Union is a past president
of the Fayetteville Area Plant Managers Association, serves
as Chairman of the Cumberland County "Friends of the
Library" Endowment Committee, serves on the Board of
Trustees at Methodist College as well as the Lura Talley Center
for Leadership, and serves on the Chancellor's Advisory Board
of Fayetteville State University. She is co-chair of the capital
campaign to build a new museum of art in downtown Fayetteville.
She served on the Board of Greater Fayetteville Futures and
held the office of secretary. Union was appointed a trustee
of the Cumberland County Public Library and served as Chair
from 1989-91. She is a charter member of the Cape Fear Regional
Theater, The Education Foundation, and the Friends of the
Cumberland County Public Library. She served as President
of the Friends in 1982. In 1983 she served on the Public Library
Finance Committee which put together a $4,000,000 plus funding
package to build the headquarters library in downtown Fayetteville.
Union is a member of the Policy Makers Council of the American
Public Power Association and is a member of the Legislation
and Resolution Committee of APPA. She recently retired as
Executive Vice-President of Union Corrugating Company, a family-owned
and operated business that started in Fayetteville in 1946.
Fayetteville is the home office of the company that produces
metal roofing panels and building products and has 10 manufacturing
and distribution locations in nine states. In 2004 she was
inducted into the Order of the Long Leaf Pine by Governor
Mike Easley and is the 2006 recipient of the Al Prewitt Economic
Visionary Award. In 1988 she was named North Carolina Public
Library Trustee of the Year by the NC Public Library Directors
Association and in 1992 was selected Outstanding Woman Entrepreneur
of the Year by Methodist College. Union holds an AA degree
in art history and design from the Richmond Professional Institute
of the College of William and Mary. She and her husband, Carlos
Zukowski, have 10 grandchildren.

Luis J. Olivera - Treasurer
Luis Olivera was appointed to the Public Works Commissions
Board of Commissioners in July 2003. In 2006, he served as Chairman
of the Board. Olivera served as an Assistant District Attorney
for the Cumberland County District Attorneys office for
three years prior to opening his own law firm in Fayetteville
in 2003. He is now a partner with Godwin & Olivera PC. Most
recently, he successfully graduated from the 36th Class of the
Institute of Political Leadership (IOPL) and was declared one
of 20 IOPL Fellows of the Class 2005. Olivera received his Juris
Doctor Degree from Campbell University in 2000. He holds a North
Carolina Law License, is a member of the American Bar Association
and the Hispanic National Bar Association. Olivera earned a
BA in Criminal Justice from Pembroke State in 1995 after serving
in the United States Army, B Co., 519th Military Intelligence
Battalion. During his military career, he served in Operation
Desert Storm and Desert Shield in the field of counter terrorism.
While receiving his undergraduate and law degree, Olivera worked
as a loss prevention specialist and a private investigator.
He has also been an Adjunct Professor at Methodist College and
FTCC. A native of Mastic Beach, NY, Olivera currently serves
as the Vice Chairman of the Cumberland County Rape Crisis Center
and is a Board member of the Hispanic/Latino Center, Inc. of
Fayetteville and the United Way of Cumberland County.

Steven K. Blanchard - General Manager
Steven K. Blanchard has served as CEO/General Manager of the
Fayetteville PWC since June 1994 and is responsible for all
divisions and departments at PWC. Blanchard joined PWC in 1972
and has held positions of Engineer I, II, and III; Assistant
Chief Electrical Engineer; Assistant Director of Electrical
Systems; and Director of Generation and Power Supply. A native
of Fayetteville, Blanchard is a 1972 graduate of NC State University
with a BS degree in Electrical Engineering. He also completed
a program in Municipal Administration at the Institute of Government
at the University of North Carolina at Chapel Hill. Blanchard
has served on the Board of Directors for ElectriCities of N.C.
and the Southeastern Electric Reliability Council. He is presently
serving on the APPA Membership Committee and has served on the
APPA Generation and Fuels Committee where he served as Chairman.
He has also served on the Advisory Council for the School of
Business and Economics at Fayetteville State University and
the Foundation Board of Directors at Methodist University where
he served as Chairman. A member of the South Central Chapter
of Professional Engineers of North Carolina, Blanchard has served
as a chapter director and state level steering committee member.
He is active in the community through his church and other organizations
such as the American Heart Association (served as Chairman)
and the Cumberland County United Way (served as Campaign Chairman
and Board Chairman). He is married and has three children.
