Phase IVA - Utility Connection Notification
Mailed July 2, 2002 and Nov. 14, 2002

Tiffany Pines, Warrenwood, Rollingwood, Pleasant Acres,
and Adjoining Development

Utility improvements for your area are now complete and available for connection. The proposed assessment for sanitary sewer, although less than actual construction cost, is estimated at $3,500 for a typical single family residential lot and includes what is referred to as the main and lateral charge.

For all other properties, the sanitary sewer assessment will be computed based on a per front foot rate of $32.78 with a 90 foot minimum plus the appropriate lateral charge.

Where water was also installed, the typical single family residential lot assessment is projected at $2,650 which, again, includes both the main and lateral charge.

For all other properties where water service was made available, the assessment is projected at $25 per linear front foot with a 90 foot minimum plus the appropriate lateral charge. The assessments do not include what a plumber may charge to connect the building improvements to the service laterals or what is referred to as the facility investment fee.

The facility investment fee currently at $670 for a standard residential sewer customer and $460 for a single family residential water customer is used to offset the impact a new customer has on treatment plant capacity.

As an incentive to encourage early connection to the utility improvements, the facility investment fees will be waived for all property owners who apply for service prior to April 15, 2003.

Although it may be several months before the assessment is levied, property owners, upon receiving this notification, are encouraged to connect to the sanitary sewer and, where applicable, the water system improvements.

As assessment rolls are confirmed, you will have the option of paying the assessment in full or over an extended period of up to ten years. Should you decide to connect to the utility improvements at this time, you will need to obtain the services of a licensed plumber or, as the homeowner, you may extend your house plumbing to the lateral after making application for service at PWC and securing a plumber’s permit from the City Inspections Department. Please note you will be billed for service 30 days after making application.

If you are already a PWC customer, you may be able to establish your water and/or sanitary sewer account over the telephone by contacting a PWC Customer Service Representative at 483-1382. When calling, please refer to the Phase IV-A Annexation project.

It should also be noted a deposit will be charged where applicable. For questions pertaining to financing the assessment, please contact PWC’s Deputy Tax Collector at 223-4106. Please note there is an assessment assistance program to assist low-income families with the cost of providing city utilities in the newly annexed areas. For more information, please contact Barbara Crayton at 433-1598.

The City of Fayetteville and PWC sincerely appreciate your cooperation throughout the utility improvement project. We do ask for your continued cooperation as we complete the street paving and other restoration measures that are still taking place in some neighborhoods.
