Future Annexation Plan - 2002 through 2010

The annexation plan proposed for 2002 through 2010 calls for annexing areas in the unincorporated urban area that already have utility services, simultaneously with those areas that have a need for utility improvements. Doing so will provide additional property tax revenue to cover the shortfall that otherwise would have to be paid through higher assessments and/or utility rates. A combination of future areas considered for annexation with and without utilities is shown on the following exhibit. The 2010 area may be readjusted to find a blend between the substantial area needing utility service and that of areas already served.

Key elements of the revised annexation plan include the following:

  • Cumberland County's failing septic systems within densely developed urban areas is unique among large North Carolina metro areas.
  • The revised plan balances areas having utility service with those that do not. Including those urban areas already having utility service will provide additional tax revenue that will be utilized to keep assessment amounts reasonable and will lessen the financial impact on existing ratepayers.
  • Provides a greater opportunity for Fayetteville to participate in the planning and development of undeveloped acreage as it occurs within the Urban Services District.
  • Reduces the time frame necessary for addressing the utility needs of approximately 15,700 homes identified in the 1969 Wilbur Smith Study as needing utility services.
  • The needs of the urban areas can be accomplished through annexation while maintaining a high level of service to current City residents.
