The Public Works Commission (PWC) is seeking an individual to perform communications and clerical support for its electric and water utilities.  Individual will be responsible for responding to customer calls and requests; maintaining communication logs, reports and system maps; processing work orders and reports; dispatching information and service e personnel; and assisting engineers with maps, staking sheets and other technical data. Candidate must be able to use a variety of communication equipment; have good knowledge of a dispatching operation; have skill in operating two-way radios and multi-phone line systems; and be able to accurately communicate essential information to customers and field personnel.  Proven ability to work independently and to work well under pressure is a plus.   

MINIMUM QUALIFICATIONS:  High school graduate and a minimum of two (2) years of experience in communications/dispatching, or related public contact work.

ENGINEERING TECHNICIAN

The Public Works Commission (PWC) is seeking an individual to perform standardized technical engineering office and/or field work involving the application of methods/techniques of elementary engineering.   Candidate will be responsible for drawing/updating diagrams and plotting charts; preparing layouts and work orders for routine service requests; interpreting charts, graphs, blueprints and wiring diagrams; researching information/locating utilities; writing/reviewing project specifications; reproducing engineering drawings; and preparing material cost estimates.  Individual must have working knowledge of engineering and drafting; possess skill in using testing devices and equipment; be able to accurately perform mathematical computations, resolve technical problems, and use computer software to prepare and revise sketches/drawings, read and interpret engineering plans/blueprints/wiring diagrams; and be proficient in preparing/maintaining reports and records.

MINIMUM QUALIFICATIONS:
A)  Graduation from an accredited two (2) year college/technical school with a degree/certification in a Engineering Technology, Drafting, Design, Surveying or related field and a minimum of one (1) year of progressively responsible construction or engineering experience involving estimating, surveying, or related work; OR

B)  Graduation from high school and a minimum of three (3) years of progressively responsible experience as defined (A) above; OR

C)   An equivalent combination of education and experience as defined in (A) and (B) above.

ELECTRIC SUBSTATION TECHNICIAN

Candidate will be responsible for pushing/pulling wires; changing protective relays; testing and repairing transformers; inspecting substations; performing general construction, concrete work, and landscaping; working with energized electrical systems in confined spaces; assisting in the installation/maintenance of substation equipment including regulators, circuit breakers, switchboards, and batteries; testing substation grids; and performing electrical, mechanical, and chemical tests on substation equipment.

MINIMUM QUALIFICATIONS:
High school graduate (accredited school), and a minimum of three (3) years of maintenance/modification of electrical facilities

TECHNICAL RESOURCES SUPERVISOR
Starting Pay:   $66,372 – $88,483/annually

The Public Works Commission is seeking an individual to supervise and coordinate assigned activities involved in interactive graphics, geospacial positioning, and other technical work. Candidate will coordinate all geographic information system work; maintain log of work activities and field findings; prepare description of parcels and easements, including deed research; provide engineering staff with field data; sketch rough drawings and review land terrain; develop construction units, assemblies, and diagrams.  Individual must have knowledge of surveying and drafting with instruments/equipment; knowledge of methods and procedures that apply in construction of utility systems; be able to read and interpret maps, blueprints and drawings; and perform survey work.  Professional Land Surveyor License preferred.   

Minimum Qualifications:

  • Graduate of an accredited four (4) year university/college with a degree in Engineering, Mechanical Design, or related field and a minimum of (3) years of progressively performing Engineering, Technical, Drafting, GIS, GPS tasks in/for a utility which includes project management, and responsibilities for reviewing and monitoring the work of others; or  
  • Graduate of a (2) year accredited college/technical school with a  degree/certification in Engineering, Drafting, Land Survey Technology and a minimum of (7) years of progressively responsible experience as defined in (A) above; or
  • High school graduate and a minimum of (11) years of progressively responsible experience as defined in (A) and (B) above; or
  • An equivalent combination of education, training and experience as described in A thru C above.

FLEET SERVICES TECHNICIAN

Candidate will be responsible for repair and maintenance of gasoline/diesel engines and servicing vehicles and related equipment.  Responsibilities include refueling gasoline and diesel fuel tankers; loading/unloading tanks; replacing hydraulic lines/fittings; performing minor repairs on brake systems; replacing defective wiring; diagnosing motor problems; and performing work assignments at construction sites. High school graduate and a minimum of two (2) years of experience in service, repair, and maintenance work on gasoline and diesel vehicles and equipment.

Must possess and maintain a valid North Carolina Class A (CDL) Driver’s License with a Hazardous Material Endorsement and a Tanker Endorsement at the time of selection into the position.

WATER RESOURCES (CONSTRUCTION) UTILITY WORKER
Starting Pay:   $9.81 - $13.07/hr

PWC is seeking individuals to perform a variety of unskilled and semi-skilled manual labor as a member of a crew engaged in the construction, maintenance and repair of its water and sewer system.  Candidates will assist in all phases of water and sewer main installation; check infiltration of the system; enter sewer pipes, manholes or other confined spaces for maintenance purposes.  Individuals must have working knowledge of the safety and occupational hazards associated with working around raw sewage.  Individual must be able to operate manual and power construction equipment; perform heavy manual work; and effectively follow oral and written instructions.

MINIMUM QUALIFICATIONS: High school graduate or high school equivalency diploma required.   A minimum of one (1) year of experience in construction and/or maintenance related utility work desired.

AUTO TECHNICIAN

  1. Graduation from an accredited two (2) year accredited university/college/technical school with a degree/certification in Automotive Technology, and a minimum of two (2) years of experience in automotive repair and maintenance including gasoline and diesel powered equipment; OR
  2. High school graduate and a and a minimum of six (6) years of experience as defined in (A) above; OR
  3. An equivalent combination of education and experience as defined in (A) and (B) above.
