APPA RP3 Award

In 2025, the American Public Power Association (APPA) again recognized PWC as a Diamond Level Reliable Public Power Provider (RP3) for the seventh time.  The RP3 designation, which lasts for three years, recognizes APPA member utilities that achieve excellence in the areas of reliability, safety, training, and system improvement.  Here are a few highlights from these categories that helped PWC achieve this recognition:

  • Use service reliability indices to maintain and improve operations
  • Maintain a Utility Disaster Plan
  • Maintain a cybersecurity policy and security awareness training
  • Maintain records of all electric assets and inspection schedules
  • Evaluate long-term infrastructure needs and use a formal Capital Improvement Plan
  • Conduct regular safety meetings and training initiatives
  • Use workforce development tools such as succession planning, cross training, shadowing, leadership development, recruitment/retention, etc.
  • Participate in Mutual Aid Program
  • Be actively engaged in the community through various volunteer activities
  • Remain an active member of the APPA Research and Development (DEED) Program

The goal of the RP3 award is to recognize leading utilities that demonstrate sound business practices and industry best practices. 

PWC was awarded its first RP3 award in 2007 and has received the Diamond Level designation each time it has applied. PWC is one of only three utilities among the 2025 designees to have received the Diamond designation seven or more times.

Annually, Public Power electric utilities have a strong track record of reliability. Nationwide, the average public power customer has their lights out for less than half the time compared to other types of utilities.

Benefits of RP3 Designation

Along with increased community support and customer appreciation, RP3-designated utilities report many benefits, including national and local recognition as a safe, reliable utilities; national and local media attention; and improved teamwork as employees fully understand their role in supporting the utility’s mission. Utilities also experience financial benefits from their RP3 designation, such as improved bond ratings, savings on workers’ compensation and insurance, and increased economic development opportunities as commercial and industrial prospects learn about the utility’s success.
