Public Hearing Feb. 25, 2026 for Proposed Electric Rates and Electric, Water, and Wastewater Fees and Charges

The Fayetteville Public Works Commission (PWC) will conduct a PUBLIC HEARING on Electric Rates and Electric, Water, and Wastewater Fees and Charges on FEBRUARY 25, 2026, at 8:30 A.M. IN THE PWC BOARD ROOM, ADMINISTRATIVE OFFICES, 955 OLD WILMINGTON ROAD, FAYETTEVILLE, N.C. Persons who wish to be heard on the proposed rates, fees, and revisions to the Service Regulations and Charges may appear at the public hearing or submit written comments in advance of the hearing.

Persons desiring to speak at the public hearing must register in advance with the PWC Clerk and will be allowed three minutes to speak. The PWC Clerk’s office is located in the PWC Administrative Offices, at 955 Old Wilmington Road, Fayetteville, N.C., and is open during normal business hours from 8 A.M. to 5 P.M. Customers may register by giving their name and address in person, by fax at (910) 829-0207, by email at PWCboard@FayPWC.com or immediately before the meeting in the PWC Board Room between 8:00 and 8:30 A.M.

Persons desiring to send written statements should submit comments on the form below or to PWC, Attention: PWC Clerk to the Board, PO Box 1089, Fayetteville, N.C. 28302 or email PWCboard@FayPWC.com. Written comments include valid name, mailing address and phone number, must not exceed 300 words and they must be received by 5 P.M. Friday, February 20, 2026, for consideration as part of the hearing.

The proposed rates, fees, and revised Service Regulations and Charges have been submitted to the PWC Board and once adopted, rates will be applied on bills rendered on or after May 1, 2026. Fees and revised Service Regulations and Charges will be applied upon date of adoption. Copies of the proposed rates, fees, and revised Service Regulations and Charges are available for public inspection at the office of the PWC Clerk, Administrative Offices, 955 Old Wilmington Road, Fayetteville, N.C., Monday through Friday, 8:00 A.M. to 5:00 P.M. About the proposed adjustments:

  • The cost of maintaining reliable electric services has increased, which requires rate and fee adjustments to keep pace.
  • The main drivers in electric rates are power supply costs for buying power from our wholesale provider, Duke Energy Progress, increased equipment and capital costs, and for maintenance and operational expenses. 
  • All Electric providers are impacted by the same rising costs to provide electric services as PWC and neighboring providers have increased rates or announced upcoming increases.  With the proposed increases, PWC still remains among the lowest  compared to our neighboring electric providers.

The impact of the proposed adjustments:

  • A residential customer using 1000 kWh per month would see increases of $8.02 in May 2026 and $8.59 in May 2027.
  • PWC residential customers will continue to pay less for using 1000 kWh of electricity when compared to the state average and all other electric providers in Cumberland County.
  • The temporary Power Supply Adjustment (PSA) charged to customers since August 2025, will end in August 2026. The PSA is approximately $5.41 per 1000 kWh.

How rates fund reliable electric service:

  • Replace aging substations and transformers.
  • Replace high voltage wooden transmission poles with steel poles. This strengthens the grid against storm damage and extends the life of the poles beyond what wooden style poles allow. 
  • Replace aging underground electric cables and devices, improving reliability, and avoiding lengthy outages caused when underground wires/systems fail.
  • Add new solar generation and battery energy storage resources that allow PWC to gain the highest value from its Duke Energy Progress contract and provide additional renewable energy to PWC’s customers.
